Transportation
Carroll County is conveniently located within 300 miles of major east-central United States markets. These cities include Indianapolis, Chicago, Detroit, St. Louis, Columbus (Ohio), Louisville, Lansing, Milwaukee, Green Bay, Davenport, and Cincinnati.
Carroll County has a number of rail and air options in addition to its seven highways. A main Norfolk Southern trunk line runs through the county along SR 25 and the new Hoosier Heartland corridor. The Winamac Southern line also serves the county. Delphi’s airport sits just a mile south of the new Hoosier Heartland corridor. It is being upgraded to a 4,000 ft. runway. Flora also has a municipal airport just to the west of town.

The Primary tax credit available is the Economic Development for a Growing Economy Tax Credit (EDGE). This credit is available from the Indiana Economic Development Corporation. The Economic Development for a Growing Economy (EDGE) is a refundable tax credit program rewarding companies for creating jobs and contributing to the growth of Indiana’s economy. EDGE credits are calculated as a percentage of payroll tax withholding for net new Indiana jobs. EDGE credits may be awarded for a period of up to 10 years.
Hoosier Business Investment Tax Credit (HBITC). This program encourages capital investment in Indiana by providing a credit against a company’s Indiana tax liability. The credit amount is based on a company’s qualified capital investment with the final credit amount determined by the Indiana Economic Development Corporation based on an analysis of the economic benefits of the proposed investment.

TAX INCREMENT FINANCING (TIF)Carroll County and county municipalities will create Tax Increment Financing (TIF) districts in order to make public improvements within those districts that will promote private sector development. During the development period, taxes are frozen at the predevelopment level. As property values in the allocation area increase as a result of new development, the additional tax revenues are used to meet debt service on issued bonds or finance future growth in the district.
ECONOMIC DEVELOPMENT INCOME TAX (EDIT)The cities of Burlington, Camden, Delphi, and Flora and Carroll County are committed to the attraction of new businesses as well as the growth and retention of existing employers. They will aggressively work to attract and retain employers. Investment, number of jobs created or retained, wage levels and other factors that make Carroll County a better community are factors involved in the level of incentive support.
TRAINING FUNDSCarroll County and the cities of Burlington, Camden, Delphi, and Flora will aggressively work with employers to secure grant funding to assist in the training of new employees. Through convening and collaboration with stakeholders TAP seeks to strengthen the regional talent pool of workers to match private sector investment in technology, capitol and product improvement and connect job seekers and job providers; and connect both job seekers and job providers with educational training programs to continuously update skills.
